Negotiations: Overview of Topics

Negotiations of the 2013-2016 contract agreement are currently underway and will proceed on a quick timeline. CCFT hopes to present proposed changes to the CCFT Council and then membership in late May; if this doesn’t happen a vote will likely take place at the beginning of the fall semester.

Below is a list of topics that have been sunshined, or brought forth for public comment, as of the April Board meeting (additional topics may be added).

Article 8, Safety and Work Environment
CCFT: Examine safety and work environment; discuss comprehensive responses for dealing with student behavior issues (more support needed)

Article 9,  Professional Growth and Development
CCFT: Improve access to professional growth funds for adjunct faculty
District: Clarification of limitation on additional compensation for faculty during a sabbatical term

Article 11, Workload
CCFT has decided to hold off on workload issues in order to focus on salary
District: Work year schedule flexibility for counselors; workload provisions including, but not limited to: potential changes related to non-credit courses, cross-disciplinary team taught courses, and cross-disciplinary assignment requiring additional work in designated learning communities (note: these topics relate to possible state-wide changes); release time for Faculty Senate; release time for CCFT officers

Article 13, Salary
CCFT: Salary increase; explore formula for a “fair share” of new revenue and discuss goals for improvement statewide salary ranking; increase pro-rata pay of adjuncts; compensation for ancillary activities for adjuncts (more discussion needed; would offset workload of FTers)
District: Non-credit salary schedules (note: this is based on possible state-wide changes)

Article 14, Health and Welfare Insurance Coverage
CCFT: Restore benefits/examine in conjunction with overall compensation; protect health benefits for long-term adjuncts; ease initial eligibility requirements for adjunct faculty (less than 2 academic years to become eligible).
District: Flexibility in changing the low HMO plan

Article 16, Adjunct Faculty
CCFT: Review and improve reemployment preference; improve access to direct deposit; consider priority hiring of adjunct faculty for full-time positions
District: Reemployment preference for retiring PT faculty

Article 17, Evaluation and Tenure
CCFT: Comprehensive review; include possible intersections with reemployment preference
District: Impact of temporary contracts on tenure and evaluation; modification of faculty self-evaluation form (Appendix L.1)

Article 18, Retirement
CCFT: Consider early announcement retirement incentives; possible inclusion of long-term adjuncts for retirement incentive
District: Retiree medical benefits
