State Disability Insurance

Recent legislation (AB 381, Block) allows part-time community college faculty within a bargaining unit the ability, as a separate group, to vote to participate in the State Disability Insurance (SDI) program if the community college district has reached agreement with the bargaining unit to do so.
In December, 2010, CCFT and the District agreed to move forward with State Disability Insurance for part-time faculty members if a majority of part-timers voted in favor. In March, 2011, CCFT conducted an election in which 77% of voting adjuncts voted in favor of SDI coverage (111 in favor; 34 opposed).
CCFT and the District agree to move forward with implementation of State Disability Insurance for all adjunct faculty members in accordance with the following timeline:
The District will submit an Application of Elective Coverage to the Employment Development Department (EDD) in August, 2011 with an implementation start date of October 1, 2011. Both parties acknowledge that the implementation could take longer given technical difficulties or lag time in the EDD.
CCFT and the District will amend Section 14.4.9, Insurance Programs: Adjunct Faculty, to include SDI coverage. The following language will be added:
14.4.9.3 State Disability Insurance (SDI): Participation in the plan is mandatory. Employee payroll deductions will be made to cover the cost of participation. The withholding rate for 2011 is 1.2 percent.CCFT and the District agree to review SDI implementation procedures and amend Article 10, Leaves, to include information on the components of SDI: Disability Insurance and Paid Family Leave. Contract language will detail each type of leave and explain how the leave can be used in conjunction with other paid leave.
