Will I receive a salary increase for 2007-08?

·           The Contract/Regular Salary Schedules will increase by 1.2% effective the 2007-08 academic year (August 27, 2007)

·           This is in addition to the .8% added at the end of 2006-07 based on contingency language for a total increase of 2% over the 2006-07 schedules

·           The pro rata for adjunct faculty increases to 63% as of August 27, 2007

 

When will the salary increase(s) be implemented?

·           August checks:       Additional .8% and retro for 2006-07 (+.8%) for all faculty

o             For adjuncts: additional 1.2% increase and 63% pro rata

·           October checks:    Full-time faculty will receive the increase of 1.2% and a retro for August and September of 1.2%. Full-time faculty members will also receive a one-time stipend of $150 to offset health benefits costs (in lieu of a vision plan).

Is there an additional bonus for Program Chairs?

Yes! PCs will receive an additional $250 in the fall and spring semesters (for a total of $500). Payment schedule TBA.

 

Will I have more deducted from my paycheck for health benefits?

No. The District stipend increased by some 17.4%, but CCFT bargained for the District to continue to pay the stipend for the least expensive HMO (the HealthNet Low Plan). The more expensive PPO plans increased by less, so your monthly out-of-pocket should actually decrease (the High PPO plan increased by 8.04%; Medium PPO plan by 10.19%; the High Deductible PPO plan by 16.77%).

 

Are there new or increased co-pays I should know about?

Yes. In order to keep the costs increases to the Health Net Low Option plan “down,” the following modifications were made:

·           Prenatal and postnatal office visit - add $20 co-pay

·           Hospital outpatient surgery - add $250 co-pay

·           Use of hospital emergency room - increase from $50 to $75

One positive change is that the pharmacy fee for brand name drugs decreased from $15 to $10.

Are there any improvements to the health benefits accessibility for Part-Timers?

Yes. Summer and winter sessions now count towards establishing initial eligibility.

In addition, part-time faculty members will not be penalized if their class is cancelled (see 14.4.2). 

 

Initial eligibility for a District-paid benefit stipend for medical and dental insurance is established at the end of two (2) consecutive academic years during which the member worked 15 or more teaching units in the academic year; summer sessions preceding the academic year, fall, winter and spring of the academic year.  At the end of this two-year period, the unit member is eligible for benefits the following academic year.  Once initial eligibility has been established, an adjunct unit member maintains eligibility for the district-paid benefits stipend if the unit member works 15 or more teaching units each year.

 

Is there a retirement incentive in the new contract?

Yes, article 18.7 provides a retirement incentive program for 2008-09. In order to participate in the 2008-09 retirement incentive program, the regular faculty member must be age 55 or older, retiring into the STRS retirement system, have 15 years or more of service credit in the District according to the provisions of Article 18.3 and must submit a letter to the Human Resources Department between May 15, 2008 and September 15, 2008 providing a retirement date during the summer of 2009.  The retiring faculty meeting these provisions will receive the following compensation:

o       15 years of service to less than 20 years of service in the District:  $10,000 total, $5,000 to be paid in July 2009 and $5,000 in August 2009.

o         20 years or more of service:  $15,000 total, $7,500 to be paid in July 2009 and $7,500 to be paid in August 2009.

Are there new funds for adjunct faculty professional development?

Yes. At the end of each academic year, funds from any retiring/resigning faculty member will be designated in each division for adjunct professional development. At the beginning of each academic year, the appropriate administrator will notify all adjuncts about the available funds and how to apply for them. In addition, a contract/regular faculty member may designate any or all of his or her unused conference funds to the adjunct professional fund at any time by notifying the administrator in writing of the transfer request.

 

Will adjunct faculty members be able to utilize direct deposit?

Direct deposit will be available to adjunct faculty members with reemployment preference (eight semesters of service credit without a break in service of two years or more) as of spring 2008.

 

Will we have new absence report forms?

Yes. CCFT and the District have agreed to review and improve Appendices A-D regarding leave. Please expect to utilize new absence report forms in the near future.

 

What articles will CCFT and the District reopen?

In 2007-08 the parties will reopen Article 13.1, Salary Schedules, to develop a compensation plan for 2008-09 and 2009-10. Other reopeners: the academic calendar for 2008-09 and 2009-10; procedures for faculty complaints; Article 17.7.9, Administrative Evaluation of Regular Tenured Faculty; and Distance Education, regarding policy issues only. No other openers are authorized except by mutual agreement.
